Lok Sabha Passes Historic Jammu & Kashmir Reservation (Amendment) Bill and Jammu and Kashmir Reorganisation (Amendment) Bill, 2023

New Delhi, December 7, 2023

In a landmark move, the Lok Sabha has passed the Jammu & Kashmir Reservation (Amendment) Bill and the Jammu and Kashmir Reorganisation (Amendment) Bill, ushering in significant changes in the political landscape of the region.

One of the key provisions of the Bills is the nomination of two Kashmiri migrants, including members from the displaced Kashmiri Pandit community, and one individual from Pakistan-Occupied Kashmir (POK) by the Lieutenant Governor (LG). This move aims to provide representation to various sections of the population and foster inclusivity in the political decision-making process.

The restructuring of legislative representation has been a focal point of these amendments. Jammu will now have 43 seats, while Kashmir will be allocated 47 seats, reflecting a careful balance to accommodate the diverse demographics and aspirations of the region. This distribution is aimed at ensuring fair representation and addressing historical imbalances. The amendments signify a broader effort to promote unity and inclusiveness in the newly reorganized Union Territory of Jammu and Kashmir. The legislative changes not only address political representation but also seek to address the concerns and aspirations of different communities within the region.

The passage of these Bills marks a historic moment in the ongoing process of redefining the political and social dynamics of Jammu and Kashmir. The decision to include representatives from displaced communities and the careful allocation of seats demonstrate a commitment to fostering a more inclusive and representative governance model in the region.

As these amendments come into effect, all eyes will be on the implementation process and the impact these changes will have on the socio-political fabric of Jammu and Kashmir. The move is expected to pave the way for a new era of collaboration and shared governance in the region.
